Here is what I assume is some sort of steam-generating plant hiding itself under its own cloud layer. I guess since the temperature was close to the dewpoint, the added moisture was enough to create a permanent cloud. Second observation is that there must be an inversion layer, it looks like the smoke sort of rises and then falls back into the cloud layer.
